If Meta holds a message back

WhatsApp sometimes refuses a marketing template for one person — too many recent promotions, or they are in a test group. Meta asks senders to wait at least 24 hours rather than retry immediately.

People who tell WhatsApp to stop marketing messages are never retried — they are removed from future campaigns automatically.

Creating a campaign does not send anything. You review the recipient count and start it on the next screen.
